Substance Use Services
1st Step is a voluntary Treatment Program offered to youth (under 25 years old) experiencing challenges with substance use throughout the Thompson – Cariboo region. This program consists of counselling and outreach services, utilizing a harm reduction approach that aims to ‘meet persons served where they are in their readiness for change.’ Individualized goals are then determined on a case-by-case basis using a biopsychosocial treatment plan to address the physical, emotional, and social needs of an individual. Treatment services can include one-on-one counselling, outreach services, substance use education, relapse prevention, group workshops, and recreational activities.

The 1st Step program serves the following communities: Kamloops, Williams Lake, Merritt, Chase, Ashcroft, Cache Creek, Lytton, Lillooet, Logan Lake, and 100 Mile House.

Referral Process:

Individuals are referred to the program through the following channels:

Interior Health
The Ministry of Children and Family Development
First Nations bands and delegated agencies
Youth probation
Substance use counsellors
Mental health professionals
Additionally, adults also have the option to self-refer. After eligibility for the program is approved, an intake meeting will take place between the individual, the 1st Step team, and the referral agent to develop a personalized care plan.

1st Step Counselling Services:
Provides one-on-one counselling to eligible youth who are affected by substance misuse in the following communities: Kamloops, Chase, Merritt, Logan Lake, Lytton, Lillooet, and Ashcroft/Cache Creek
Group counselling services are available for eligible residents in Williams Lake and 100 Mile House
Family counselling services are available to families and family members of youth who are substance misuse affected
Offers a harm reduction approach to ‘meet referred individuals where they are at in their readiness for change’
Assist participants to self-identify goals and develop individualized care plans

1st Step Outreach Services:
Aid in assisting eligible youth and their families who are experiencing challenges with substance use
Work towards reducing the physical, social, and economic harm that is associated with substance use
Work with youth to secure housing, food security, crisis intervention, safety planning, cultural opportunities, and community referrals
